Terms and Conditions of Use: Bromley Authorised Persons exemptions for concessionary rate scheme in Civic Centre, Bromley
1 – Only Authorised persons are entitled to apply for the concessionary scheme. Should any application be found to be falsely submitted or fraudulently provided the holder may be removed from the scheme and will no longer qualify for the concessionary rate.
2- Only one Authorised person shall book a parking session against one account, under no circumstances should an account be shared between different Council Officers.
3 – Authorised persons are required to ensure that they have the correct vehicle registration active on their concessionary account BEFORE they enter Bromley Civic Centre car park. The car park operates on an Automatic Number Plate Registration system and as such if the Authorised persons changes their active registration AFTER entering the car park, the entrance barrier and exit barrier will not be able to reconcile the vehicle registration on the exempted vehicle whitelist and the exit barrier may not open when the Authorised person attempts to leave. In such circumstances the Authorised person will be required to:
Check their application, has the correct date and vehicle registration been entered, if this information is correct, they will have to use the service desk intercom on the exit barrier and provide their name, and active vehicle registration to the representative who will then open the barrier. A report of this interaction will then be sent to Parking Services who will contact the holder separately to remind them of the terms and conditions of use of the concessionary scheme.
Repeated instances may result in removal of the holder from the concessionary scheme altogether.
4 - Payment can be made at any point, either before entry to the car park or after the vehicle has been parked. Payment does not need to be made in the car park and can be made walking to the office or even from the office either through a mobile device or laptop etc. Payment can be made at the exit barrier in the first instance that the holder exits the car park, although it is recommended that holders do not choose this option in case this results in a buildup of motorists seeking to exit the car park.
5 – By accepting these terms and conditions holders accept that they will have to provide their payment card details to an authorised third-party supplier APCOA Parking who will ensure that they are stored correctly and in accordance with all legislative requirements, including but not limited to the Data Protection Act 2018.
6 – It is the responsibility of the holder to ensure that they have a valid payment card always linked to their account and that they have sufficient funds in their account to make payment as required.
7 - Once payment has been made holders will be able to enter and exit as many times as required during that same day for no charge, Monday to Friday, 06:00 to 23:30. Each subsequent exit after payment, the exit barrier will automatically open on approach. If the barrier does not open for any reason, the holder must use the intercom and explain the situation. The holder will need to provide the details as stated in 2 to affect the barrier being opened. Outside of the above stated period, the concessionary scheme is not in operation and the full public rates will need to be paid to cover the duration of stay. All disputes must be sent to sharedparkingservices@bromley.gov.uk. Disputes will not be discussed verbally and must be in writing through the above channel only
8 – Registration will last for one year from date of submission, (unless terminated earlier for any breach of the terms and conditions or because the holder is no longer eligible for the scheme). It will be the holder’s responsibility to register for the concessionary rate each year it is required.
9 – Parking Services reserves the right to request documentary proof in any circumstances, including but not limited to instances of potential fraudulent use of the scheme.
10 – Parking Services reserves the right to remove persons from the scheme should it be found they are no longer eligible or have breached the terms and conditions of the scheme.
11 – Parking Services reserves the right to expand those domains that are eligible for the scheme at the determination of the London Borough of Bromley.
12 – All other car park user terms and conditions remain applicable to holders. General car park Terms and Conditions of use for the Civic Centre car park can be found on display on information boards in the car park itself.
13 – Holders are required to inform the Authority if they are no longer eligible for the concessionary rate scheme as they are no longer employed by an eligible domain employer. Failure to do will result in the immediate removal from the scheme and potential action to be taken in respect of fraudulently using the concessionary scheme. See Important Information below:
Essential information
Please note: 1 It is a criminal offence if, with intent to deceive, if you knowingly make a false statement, submit a false application to obtain access to the concessionary rate scheme of fail to inform us that you are no longer eligible for the concessionary rate scheme. The London Borough of Bromley may prosecute under the Theft Acts or other relevant criminal legislation. 2 The concessionary scheme is not transferable to any other car park within the London Borough of Bromley or beyond. 3 The concessionary scheme is only applicable during work periods and should not be used by any other person other than the holder, it is not transferable under any circumstances.
